On the 20th, Liu Jinying, deputy director of the Shanxi Provincial Bureau of Safety Production Supervision, shared insights with reporters during an interview. He highlighted that the province recently released new safety and quality standards for synthetic ammonia production companies. This marks the first comprehensive safety and quality management standard specifically tailored for China’s ammonia industry. The implementation of these guidelines is expected to raise the entry threshold for the sector and significantly reduce the risk of accidents.
Ammonia production has long been a critical concern in China's hazardous chemical management. Over the past decade, synthetic ammonia plants have undergone multiple technological upgrades and energy-saving reforms. However, due to limitations in equipment technology and capital investment, safety and quality levels have not improved as expected after these transformations. Additionally, the industry has seen a rise in small, scattered enterprises, coupled with weakened regulatory oversight, leading to declining safety performance across many companies.
Numerous safety risks persist in various stages of operations, including production, packaging, storage, transportation, and sales. Incidents such as liquid ammonia leaks continue to occur sporadically. Until now, there had been no unified or specialized safety management framework for the ammonia industry nationwide. With 55 ammonia producers operating across the country, producing a total of 3.8 million tons annually, Shanxi, one of the top-producing provinces, has taken the lead by introducing this new standard. Its initiative offers a valuable reference for other regions to follow.
The newly issued "Standard" integrates and streamlines existing fragmented safety systems, incorporating over 50 national laws, regulations, and industry procedures related to safety production. It applies to enterprises using coal as raw materials, employing diverse production technologies to manufacture synthetic ammonia, as well as facilities involved in urea, nitric acid, ammonium nitrate, and carbon ammonium production, as well as methanol (alcohol) manufacturing equipment. Other hazardous chemical manufacturers can also adopt these guidelines as a reference.
The Standard is divided into two sections: "General" and "Single Item." It includes 25 key assessment items, covering areas such as safety management structures, process technologies, staff qualifications, and incident response. The Single Item section outlines specific requirements for four nitric acid-related units, ammonium nitrate, ammonium bicarbonate, and urea production, as well as five methanol tank farms, focusing on the unique safety facility standards for each installation.
According to statistics, China's annual synthetic ammonia production capacity reached 42.22 million tons in 2004. Industry projections suggest that national output may surpass 46 million tons this year. Currently, more than 570 synthetic ammonia producers operate in China, with large, medium, and small enterprises accounting for 21%, 35%, and 44% of the total, respectively.
