Frequent accidents such as leakage of liquid ammonia and exposure management gaps need to be filled to secure the first domestic ammonia safety standard

On the 20th, Liu Jinying, deputy director of the Shanxi Provincial Bureau of Safety Production Supervision, shared insights with reporters during an interview, revealing that the province has recently issued new safety and quality standards for synthetic ammonia production companies. This marks the first comprehensive safety and quality management standard specifically tailored for China's ammonia industry. The implementation of this standard is expected to raise the entry barriers for the industry, enhance operational safety, and significantly reduce the likelihood of accidents. Ammonia production is a critical concern in China’s hazardous chemical sector. Over the past decade, synthetic ammonia plants have undergone multiple technological upgrades and energy-saving transformations. However, due to limitations in equipment technology and capital investment, safety and quality levels have not seen substantial improvements post-transformation. Additionally, the industry has faced challenges due to the proliferation of small, scattered enterprises and weakened oversight in recent years, leading to declining safety management practices. Numerous safety risks exist across various stages of operations, including production, packaging, storage, transportation, and sales. Incidents such as liquid ammonia leaks continue to occur occasionally. Until now, there had been no systematic and specialized safety management framework for the ammonia industry nationwide. With 55 ammonia producers in China, collectively boasting an annual production capacity of 3.8 million tons, Shanxi stands out as one of the top producing provinces. As a leader in the sector, Shanxi has taken the initiative to develop this new standard, offering a valuable model for other regions to follow. The newly introduced "Standard" integrates and refines existing fragmented safety management systems from production units. It incorporates over 50 national laws, regulations, and industry guidelines related to safety production. The standard applies to enterprises using coal as raw materials and employing various process technologies to produce synthetic ammonia, as well as facilities involved in urea, nitric acid, ammonium nitrate, and carbon ammonium production, along with methanol (alcohol) manufacturing equipment. Other hazardous chemical manufacturers may also refer to this standard for guidance. The standard is divided into two main sections: "General" and "Single Item." It includes 25 major evaluation items, covering aspects such as safety management structures, process technology, operator qualifications, and accident handling. The "Single Item" section outlines specific requirements for four key production units—nitric acid, ammonium nitrate, ammonium bicarbonate, and urea—as well as five methanol tank farms, setting detailed safety standards for these installations. According to statistics, China's annual synthetic ammonia production capacity reached 42.22 million tons in 2004. This year, it is projected to exceed 46 million tons. Currently, more than 570 synthetic ammonia producers operate nationwide, with large, medium, and small enterprises accounting for 21%, 35%, and 44% respectively. The introduction of this new standard is a significant step forward in improving safety and regulatory consistency across the industry.
