Notice of the General Office of the National Development and Reform Commission about recommending environmental protection equipment (products) encouraged by the current country

The provinces, autonomous regions, municipalities directly under the Central Government and cities under separate planning, the Xinjiang Production and Construction Corps, the Development and Reform Commission of the Heilongjiang Land Reclamation Bureau, the relevant departments of the State Council, the offices (rooms) of relevant directly-affiliated institutions, relevant industry associations, and related companies:

In accordance with the “Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries” (Guo Fa [2010] No. 32) and “Notice of the State Council on Printing and Distributing the “Twelfth Five-Year Plan” Comprehensive Energy Conservation and Emission Reduction Work Program” (Guo Fa [2011] No. 26) requirements, in order to meet the current needs of energy-saving emission reduction work, improve the environmental protection industry policy, the Committee proposed to "the current state to encourage the development of environmental protection equipment (products) directory (2010 version)" (hereinafter referred to as "encouraged directory") Make revisions. The relevant matters are hereby notified as follows:

First, the recommended range

The revision work was based on the implementation of the "Encouragement Catalogue" in the past, combined with the characteristics of China's environmental protection industry and the development of the environmental protection market, re-adjusting and compiling the national encouraged development catalogue. The recommended range is as follows:

(a) water pollution control equipment;

(B) air pollution control equipment;

(3) solid waste treatment equipment;

(4) noise and vibration control equipment;

(v) Environmental monitoring instruments;

(vi) Cleaner production equipment;

(seven) environmental protection materials and pharmaceuticals.

The recommender considers that the products that are necessary to continue to be retained in the Catalogue of Encourage may continue to declare and explain the reason for the reservation.

Second, the recommended principle

(1) Equipment and products that are key to the development of the "12th Five-Year Plan" energy saving and environmental protection industry development plan;

(2) Equipment and products that meet the key needs of China's environmental protection market during the current and future period, and have relatively broad development prospects;

(3) Products with high technological content, which can fill gaps in domestic technology, promote the optimization and upgrading of the structure of the environmental protection industry, and increase the economic efficiency of enterprises;

(4) Priority shall be given to the development of equipment that combines pollution control and resource recycling, combined waste gas treatment and energy conservation equipment, environmental protection equipment that can meet more stringent emission standards, technical equipment for reducing and controlling greenhouse gas emissions, and urbanization processes. Urgently needed key environmental protection equipment and products;

(5) The relative lag in supply capacity and improvement of its supply capacity are conducive to the equipment and products that meet the current key requirements for energy conservation and emission reduction;

(six) meet the requirements of environmental protection governance, the effect is more obvious, there is a reliable operation of the product.
