Shanghai: Taxi price adjustment and income increase

On the 13th, relevant departments in Shanghai held a hearing on the mechanism for adjusting the rental price of taxis and improving the pricing mechanism for oil prices. The two taxi pricing plans for the hearing were first adjusted from the current 12 yuan/3 km to 13 yuan/3 km for the hire fee (ie, the “starting price”). The fee rules remain unchanged; the second is that the unit price per kilometre for super-elevation mileage is adjusted from the current 2.40 yuan to 2.70 yuan, and the part of the charter rates and part of the fare increase rules will remain unchanged. In addition, Shanghai will launch a "fuel surcharge" to properly channel the accumulated oil price contradiction. The "1 yuan" is used as the unit in the hearing plan, and it will be charged on a multiple-time basis.

The participants of the hearing on the 13th include ordinary consumers, deputies to the National People's Congress, members of the CPPCC, taxi drivers, experts and scholars. In general, the participants of the hearing expressed their understanding and support for the adjustment of the taxi tariff and the improvement of the oil price linkage mechanism. Most of the participants agreed with the price adjustment and tended to adjust the proposal for the rental price. They believed that the price adjustment of the program was relatively small, intuitive and easy to operate, and relatively fair. However, there were also a few participants who chose to adjust the super-elevation haulage tariff. It is believed that this scheme can better reflect the principle of reasonable burden.

It is worth noting that many participants proposed to further increase the transparency of the taxi business's cost management, increase the authenticity and reliability of cost information, and restrict the cost of corporate control. In the long run, the development of the taxi industry should reflect the principle shared by all parties. Passengers should bear a certain amount of freight costs. Business management should absorb some of this and government finances must support it.

The person in charge of the Shanghai Municipal Development and Reform Commission stated that the plan will be revised and improved according to suggestions from various parties. The official plan will be submitted to the municipal government for approval and implementation. In addition, measures will be taken to ensure that the price adjustment revenue is owned by the driver, and the "fuel surcharge" will also be strictly followed by the relevant procedures.

According to calculations, if the taxi rental fee is increased by 1 yuan and the unit price for over-ride rentals is unchanged, the average passenger increase by 1 yuan per vehicle, and the driver's average monthly income will increase by 518 yuan per person; If the unit price is increased by 0.3 yuan and the hire fee remains unchanged, the average increase in passengers is 1.33 yuan per vehicle, and the average monthly increase of drivers is 690 yuan per person.
