Jiangsu Province has announced a new environmental initiative, aiming to implement paid use of chemical oxygen demand (COD) emission targets in the Taihu Lake Basin and pilot sulfur dioxide (SOâ‚‚) emission targets in the power sector. The trial management measures will officially take effect immediately, with the "discharge index fee" being incorporated into the budgets of various levels as a dedicated fund for environmental protection.
The COD "sewage indicator fee" will apply to all administrative areas of Suzhou, Wuxi, Changzhou, and Danyang cities. It will also cover rivers that impact the water quality of Taihu Lake within the jurisdictions of Jurong City, Gaochun County, and Qinshui County. Enterprises that directly discharge major water pollutants and occupy emission quotas in areas with lakes, reservoirs, and channels are included in the scope. The pilot industries include textile dyeing and finishing, chemicals, papermaking, iron and steel, electroplating, food manufacturing (monosodium glutamate and beer), and wastewater treatment. Notably, the sewage treatment units will be charged 2,600 yuan per ton annually, while the other six major industries will pay 4,500 yuan per ton per year.
For sulfur dioxide, the "sewage indicator fee" is introduced specifically in the power industry. Unlike the COD system, which charges based on total emissions, the sulfur dioxide regulation includes both existing and new emission indicators, with additional fees applied for any excess beyond the set limits. This initiative reflects Jiangsu's commitment to more sustainable and economically driven pollution control strategies.
