As one of the key projects during the “Twelfth Five-Year Plan” period, Hebei Province will accelerate the construction of 300,000 kilowatt-class circulating fluidized bed (CFB) power generation projects in Tangshan and Wu'an, and strive to complete and put into operation in 2013. Accelerate the development and utilization of coastal and offshore wind energy resources in the Qin and Tang dynasty, and start construction of coastal and offshore million kilowatt-class wind power bases.
Solar energy utilization project will accelerate the development of photovoltaic power plants. Focusing on the Zhangjiakou and Chengde regions, a group of wind-solar hybrid PV power plants above the scale of 10,000 kilowatts will be built in a concentrated manner, and the 100,000 kilowatt photovoltaic power plant in Zhangjiakou National Wind Energy Storage and Transmission Demonstration Project will be put into operation. At the same time, vigorously promote the comprehensive utilization of solar energy, build a number of demonstration projects of solar hot water systems, and promote the use of solar water heating systems in the field of civil construction.
In the construction of the biomass energy development and utilization project, we will focus on the main grain and cotton production areas with a large remaining amount of straw, construct a biomass direct-fired power plant, and vigorously promote the clean use of rural biomass.
The new energy technology equipment project will accelerate the development and construction of Baoding new energy high-tech industry, Xingtai photovoltaic high-tech industry, Tangshan new energy equipment manufacturing and other industrial clusters, and nurture and expand Baoding Yingli, Baoding Tianwei, Ningjin Jinglong, Langfang Xinao, etc. Batch of backbone enterprises. By 2015, the scale of solar cell production will reach 6 million kilowatts, and the technological level and market competitiveness of wind power generators will increase significantly.
