In late April, the National Development and Reform Commission formally issued the “Circular Economy Promotion Plan 2015” (Development and Reform Funds [2015] 769) involving 25 departments including the Ministry of Science and Technology, the Ministry of Agriculture, and the Energy Bureau.

The National Development and Reform Commission requested all departments to implement the plan in a timely manner, pay close attention to detailed implementation, increase the intensity of work, strengthen coordination and cooperation, and further advance the work of the circular economy to ensure the completion of the 2015 circular economy development goals and tasks.

Biomass energy: how to really glow

The "plan" proposes "to promote the development of biomass energy." Biomass refers to various organisms produced by photosynthesis in the atmosphere, water, and land. That is, all living organic substances that can grow are commonly referred to as biomass.

The development of renewable energy, including biomass, was recently held at the Annual Meeting of the Strategic Alliance for Technological Innovation in the Urban Biomass Gas Industry and the Third Forum on Biomass Gas Industry. It is said that the proportion of renewable energy in China’s energy consumption has steadily increased. In 2014, the total supply of commercial renewable energy was 411 million tons of standard coal, accounting for 9.64%, of which hydropower was 7.94% and wind power was 1.17%. The “Recycling Economy Development Strategy and Immediate Action Plan” was proposed in “Accelerating the Construction of a Recycling Industrial System” to “promote the development of biomass energy”. Kitchen waste and sludge: reuse into key directions

The "plan" proposes that "promote the utilization of kitchen wastes and the harmless treatment."
