Guangzhou: Strengthening the Treatment of High-contamination Fuel Boilers

On the morning of May 11, the mayor of Guangzhou City, Chen Jianhua, presided over the executive meeting of the municipal government, and reviewed and adopted in principle the “Implementation Opinions on Further Strengthening Patriotic Health Work”, “Notice on Renovation of Highly Polluted Fuel Boilers,” and “Remediation of Guangzhou City High "Pollution Fuel Boiler Funds Award Scheme", "Guangzhou Policy Micro-loan Guarantee Insurance Pilot Implementation Measures", "Concerning the Establishment of Policy-based Small-sum Loan Guarantee Insurance Risk Compensation Fund Request" and Guangzhou City's Supporting Innovative Enterprise Development Program and Other Documents draft. The meeting also studied other matters.

The municipal government's executive meeting on May 11 delibrated and adopted in principle the "Implementation Opinions on Further Strengthening Patriotic Health Work (draft)" prepared by the Municipal Urban Management Committee. The opinion puts forward that the improvement of urban and rural environmental sanitation can be achieved by improving the organizational structure, strengthening the team building, strengthening the national health city, carrying out clean and tidy urban and rural environmental hygiene operations, carrying out vector biological control, and implementing various measures for tobacco control. The meeting pointed out that the patriotic health work is related to the people's health and public health safety in the city, and relevant departments at all levels in the city must pay great attention to it and conduct comprehensive mobilization and deployment in early July. Based on the original work, highlight key contents such as garbage classification, village cleaning, and toilet hygiene, form the characteristics of Guangzhou patriotic health work, consolidate the achievements of the national health city, and build a clean, peaceful and orderly urban environment.

The meeting reviewed and approved in principle the “Circular on Remediation of Highly Contaminated Fuel Boilers (Submission)” submitted by the Municipal Environmental Protection Bureau and the “Measures for Refining High-Contamination Fuel Boiler Funds in Guangzhou City.” The "Notice" proposed to carry out high-polluting fuel-boiler rectification work in the city, and according to the size of steamed ton and the opening time, put forward the basic requirements for the elimination, transformation, or treatment of high-polluting fuel boilers, respectively, and the remediation period is set before December 31, 2015. The "Program" clarified the scope of awards, award criteria and principles for the establishment of award criteria, fund-raising and the division of responsibilities, and proposed the implementation of financial incentives for companies that have completed the treatment of highly polluting boilers. The meeting emphasized that in accordance with the "timelines" proposed time points and tasks to organize the implementation of the organization, January 1 notification, regular supervision, and acceptance of the rectification work before the end of this year. We must solidly carry out work on the governance of the atmosphere and water environment, further improve the environmental quality in Guangzhou, and promote the construction of ecological civilization.

The meeting reviewed and approved in principle the “Measures for the Implementation of the Policy-based Small-sum Loan Guarantee Insurance in Guangzhou (draft)” and the “Request for the Establishment of a Policy-based Small-sum Loan Guarantee Insurance Risk Compensation Fund” submitted by the Municipal Financial Work Bureau.

The two contributions propose that for a three-year pilot project on policy-based small-sum loan guarantee insurance, the municipal finance will arrange 30 million yuan of risk compensation funds each year, reduce the loan risks borne by banks and insurance companies through government compensation, and encourage financial services. Institutions provide microfinance support for qualified agricultural enterprises, technology companies, and small and micro enterprises. In the three-year pilot period, we will strive to accumulate loans totaling 10 billion yuan, and the loan non-performing rate will be controlled within 5%. The meeting requested that the pilot work be carefully organized to further ease the financing difficulties of SMEs in Guangzhou, especially agriculture, technology, and small and micro enterprises.

The meeting reviewed and approved in principle the Guangzhou Municipal Science, Technology and Innovation Commission's proposal for supporting the development of innovative companies in Guangzhou. The program proposes measures to help innovating enterprises in the office space, personnel settlement, project support, intellectual property protection and other aspects, and promote enterprises to become bigger and stronger. The meeting pointed out that it is necessary to vigorously implement innovation-driven development strategies, further improve support mechanisms, and guide enterprise innovation results into productivity. The relevant departments of the city and district must carefully check and comb out a batch of innovative enterprises with growth and give them the key support. It is necessary to organize and carry out business innovation exchange activities, promote talent exchanges and information exchanges, and create a good atmosphere for popular entrepreneurship and innovation.
