The fluorine chemical belonging to the country's strategic emerging industries has also emerged a structural contradiction of low-end product surplus and high-end product shortage. How will the industry seize the opportunity and develop during the “12th Five-Year Plan†period? From June 11th to 12th in Liaoning Province, Fuxin, China held a meeting on the development of the fluorine chemical industry in China and Liaoning Fuxin Fluorochemical Industry Development Cooperation. The representative of Liaoning Province stated that the Fuxin area is the earliest fluorine chemical production base in the country. Agglomeration, upstream and downstream integration, high-end products, refinement, and cleanliness promote the transformation of development methods, create a 100 billion fluorine chemical industry base and “China fluorine capitalâ€, which will help transform and upgrade the national fluorine chemical industry.
China has 260 million tons of fluorite reserves, accounting for more than two-thirds of the world's total reserves, and its resource advantages are extremely prominent. In recent years, downstream demand for fluorinated workers has been buoyant. At the same time that high-contamination and high-energy-consuming homogenized HCFCs products have declined, environmentally friendly, high-tech alternatives have ushered in a broad space for development. During the “Eleventh Five-Year Plan†period, the average annual growth rate of domestic fluorine chemical products market is 15% to 20%, of which the annual growth rate of the production capacity and output of important products is as high as 40%.
However, the meeting pointed out that China is a large producer and consumer of fluorinated chemicals, and it is not yet a strong country. It has concentrated on the serious overcapacity of low-end fluorine chemical products, and there is a big shortage in high-end products. Fluoropolymers and fluorine fine chemicals still rely on imports. In order to change this situation, the state has listed fluorinated workers as a special plan to include the focus of the structural adjustment of the petrochemical industry, and formulated industrial policies such as the "Fluid Industry Adjustment Guidance Catalogue" and "hydrofluoric acid industry access conditions".
Experts at the meeting believe that the development of the fluorine chemical industry in Fuxin, Liaoning Province has five major advantages: a solid foundation, high-end talent concentration, continuous technological innovation, adequate resource protection, and urban transformation policy support. According to the construction plan of Fuxin Fluorine Chemical Base in Liaoning Province, Fuxin will rely on the abundant fluorite resources in the region to focus on the development of mainstream fluorinated industrial products such as fluoroalkanes and fluoropolymers, supporting the development of basic chemical products, and improving the development of fluorine-containing fine chemicals. It has become a fluorine chemical industrial base with a complete system, featuring fluorine-containing fine chemicals, a domestic first-class, and internationally-renowned, and boosting the optimization and upgrading of the national fluorine chemical industry.
It is reported that during the “Twelfth Five-Year Plan†period, Fuxin Fluorine Chemical Industry emphasizes the development of high-end technology, focusing on melting fluoropolymers and other specialty fluorine chemical products, and promoting the development of fluorinated chemical products from intermediates to end products. Chen Zhenggao, governor of Liaoning Province, stated that during the “Twelfth Five-Year Plan†period, the province's efforts will be given to support the development of the new fluorine chemical industry.
The conference was organized by China Fluorosilicone Organic Material Industry Association, Liaoning Economic and Trade Commission, Department of Foreign Trade and Economic Cooperation, and Fuxin Municipal People's Government. More than 200 well-known experts and representatives of companies in the fluorinated industry at home and abroad attended the meeting.
