Chinese robot market has not yet opened

The year 2016 is the beginning of the “Thirteenth Five-Year Plan” period. Each of the two sessions of the National Conference on China, which involves the major direction of the country’s progress, is closely related to the drive for innovation.

As a pilot area for comprehensive innovation and reform of the country, Anhui has its own "innovation gene." For the development of innovation, what opinions have been put forward by members of the National Committee of the Chinese People's Political Consultative Conference from Anhui?

1 Robots: Large-scale State-owned Enterprises Give Priority to "Made in China"

Faced with the shortage of talents and rising labor costs, industrial robots have become new “employees” for more and more companies. A large number of robots are active in the production line, handling, welding, and even operating on patients.

“According to statistics, the number of robots currently in service in China has accounted for about 9% of the global total. In 2015, industrial robots in the Chinese market will reach 70,000 units, an increase of 36.6% year-on-year.” However, industrial robots are also facing some bottlenecks.

According to Wan Baonian, member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Hefei Institute of Physical Science, Chinese Academy of Sciences, “The autonomy of China’s robot industry is still low. For a long time, most of the market share was occupied by foreign brands. According to preliminary statistics, domestic enterprises in 2015 The total number of industrial robots sold in China exceeds 22,000 units, and the total number of foreign-owned companies selling industrial robots in China is about 48,000.”

Among them, Wan Baonian emphasized the innovation dilemma in the manufacture of industrial robots. “At present, China’s industrial robot industry has weak innovation capabilities. China’s core components in robots, such as speed reducers, servo motors, and controllers, are relatively weak. Foreign large companies sell reducers that cost less than one-third of the domestic market. The core components account for 72% of the robot's output value, while the domestic ones only account for 22% of its output value, and even lead to domestic companies doing robots more expensive than buying robots."

“As large-scale state-owned enterprises, they have the responsibility and obligation to give priority to the use of domestically produced robots and to give play to their exemplary role.” Wan Baoian suggested that the state formulate policies related to the preferential application of domestic robots by state-owned enterprises. For the practical application requirements of the majority of SMEs, expand the scope of industrial applications of robots.

In terms of research and development and application, Wan Baoian said that domestic robots should be placed at the height of national strategy, and that R&D efforts should be strengthened to overcome key technologies. We will increase research and development support for key enterprises such as reducers, servo motors, and controllers. We must provide fund protection for basic research and support research cooperation between research institutes and companies.

"It is recommended that China's robotics enterprises be guided through policies to carry out integration and mergers, and agglomeration of resources will focus on supporting the rapid development of several domestic robotic entities." In terms of industry standards, Wanbao also recommends that the state should take the lead in research and development of the robot industry access standards and standardize guidance. The robot industry is developing healthily.

2 New Industrial Products: Increasing Grants

“The current problems in the industrial economy seem to be insufficient demand, which is essentially caused by the mismatch between supply and demand. High-end products are missing, low-end products are surplus, and new products and high-quality products are not adequately supplied. They did not keep up with the domestic middle-income groups in time. The rapidly expanding trend of consumption structure changes.” Li Weihua, a member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Anhui Provincial Committee of the Chinese People's Political Consultative Conference, believes that accelerating the technological upgrading of enterprises is an important measure for improving supply and expanding demand. It is both an urgent task and a long-term plan.

Li Weihua suggested that at present, it should appropriately relax the conditions for determining the current "High-tech Enterprise Certification Management Measures" and expand the key high-tech support areas so that policy preferences are more inclined to SMEs.

At the same time, for the new product subsidies, the intensity needs to be greater to support industrial enterprises to take the "boutique" line. "It is recommended that the provincial or municipal retained portion of the additional part of the VAT payable from the date of recognition shall be rewarded in full within 3 years for high-tech products and industrial new products and industrial products recognized by the state or province."

“We hope that the state will renovate the existing technology of large-scale enterprises across the country within five years, expand the scale of special funds for technical reforms, and increase support for technological upgrading projects in key areas such as technological upgrades and industrial bases. The investment in enterprises is in line with state encouragement. In the three years after the completion of the project, three years after the completion of the project, the state, provincial, and municipal finances will be given a percentage of the additional tax revenue for the enterprise, Li Weihua said.

3 Cultural Industry: Equity Incentives

"Although China's cultural industry has developed rapidly and scored a lot, there are a series of difficulties and problems, such as the bottleneck of the deep reform of the cultural system is difficult to break through, independent innovation ability is not strong, science and technology support is weak." Member of the National Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the Anhui Provincial Committee of the CPPCC Li Xiusong put forward his own ideas and suggestions for the innovative development of the cultural industry.

“Now we have a large number of cultural resources that cannot be effectively translated into industrial resources. The fundamental point is that innovation is not enough. We should shift from the past focus on speed and scale to the pursuit of quality and efficiency.” Li Xiusong suggested that in the state-owned key cultural enterprises to carry out equity options incentives The pilot system for professional managers, etc., mobilized the enthusiasm of the employees and inspired creativity. We will vigorously develop a mixed ownership economy and innovate the investment and financing mechanism of the cultural industry. Create a trading platform for cultural property rights, increase the protection of intellectual property rights, and create a good legal environment.

As for the key to innovation drive, Li Xiusong believes that localities should use their own advantages, special cultural resources, develop creative cultural industries, and integrate with design services, promote independent innovation around the market demand, and drive related industries. In addition, cultural innovation and innovation platforms with corresponding scientific and technological conditions have been established in various regions.

Not only that, the innovative development of the cultural industry not only uses the power of culture itself, but also grasps the leverage of technology. "Relying on scientific research results such as cloud computing, big data, new film and television, automation technology, intelligent technology, voice technology, and 3D printing, we will vigorously develop new cultural industries and transform and upgrade traditional cultural industries."

In terms of personnel, it should be placed in an important position in the development of the cultural industry. “We must pay close attention to changing the phenomenon of “two skins” in which literary people do not understand science and technology and science and technology workers lack culture, and create a group of cultural and scientific innovation teams and a series of technological innovation platforms that support the development of cultural industries, and use science and technology in cultural industry parks to lead and Promote the role, and strive to develop the cultural and scientific and technological industries." Li Xiusong said.
