Before 2020, all localities must actively reduce operating costs and enhance the competitiveness of electric vehicles through fiscal subsidies, free transfer of charging facilities, etc. In the future, according to the development of the market, charging and replacing service fees will be gradually formed through market competition.

The "Notice" also emphasized that the cost of transforming the electric vehicle charging and replacement facilities supporting power grids into the transmission and distribution tariffs of power grid companies, and the grid companies may not charge the cost of access to the network, thereby reducing the burden on electric vehicle users.
